Terms
Last updated 5 October 2026
These terms apply when you use Photo4Cents. By using it, you agree to them. In short: it’s a free tool that helps you make passport and visa photos, but it can’t promise they’ll be accepted. Only the authority that issues your passport or visa decides that.
What Photo4Cents does
It crops your photo to an official size, checks it against that photo type’s rules, can replace the background, and lays out copies for you to print or files for you to upload. It’s free, needs no account, and runs on your own device.
No guarantee your photo will be accepted
The automatic checks look for common problems, but they’re measurements made by software. They can be wrong, miss a problem, or flag something that’s actually fine, and some rules can’t be measured at all. Passing every check doesn’t mean your photo will be accepted. The issuing authority, sometimes a person at a counter, makes the final decision.
Photo rules change
Each photo type follows the official rules as we understood them when it was last updated. Governments change their rules, sometimes without notice, and this site may not have caught up. Before you apply, check the current rules with the issuing authority. The first step links to the official rules for each photo type.
Your part
- Use a recent, real photo of the person applying: you, or someone you’re applying for or have permission to make a photo of.
- Don’t use Photo4Cents to make a photo that misrepresents who someone is.
- Replacing the background edits the photo. Many authorities, including the US Department of State, reject edited photos. Only use it where edited photos are allowed.
- Print at 100%, without “fit to page” or cropping. Before you submit, measure a photo with a ruler, or check the scale bar if the sheet has one.
- If a photo fails a check and you download it anyway, you accept that it’s likely to be rejected.
Provided as is
Photo4Cents is provided free, “as is” and “as available”, without warranties of any kind, express or implied, including that it’s fit for a particular purpose, as far as the law allows. It may have bugs, be unavailable at times, or not work in your browser.
Limits on liability
As far as the law allows, Photo4Cents and the people who run it aren’t liable for any loss that comes from using the site or relying on its results. That includes the cost of prints, application, appointment or rush fees, delayed or missed travel, and a rejected application. Nothing in these terms takes away rights you have by law as a consumer that can’t be limited or excluded.
Not affiliated with any government
Photo4Cents is run independently. It isn’t affiliated with or endorsed by any government, passport office, embassy or photo lab. Countries and their rules are named only to describe the photos.
Your photos
Your photos stay yours. They never leave your device, so we never see or keep them. See Privacy. The open-source software and models the site is built on are used under their own licences.
Changes
These terms may change. If they do, this page will show the new version with a new date at the top, and using the site after that means you accept it.
